1. No try firefox
2. you can try NetDog : http://www.netdogsoft.com on the computer, just add the website to "Always blocked website list".
3. I think this will help http://www.davidtan.org/simple-trick-to-block-websites-in-windows/ it applies generally to all browser and not just for chrome
